fix(gemini): перемещены политики в поддиректорию policies для корректной работы

- Зачем:
  - Gemini CLI ожидает конфигурационные файлы политик в ~/.gemini/policies/.
- Что:
  - файлы builtin-readonly.toml и readonly-commands.toml перенесены в новую директорию policies.
- Проверка:
  - проверка структуры директорий ~/.gemini/policies/.
